Gross Salary per month :Rs. 148,500 /-

Position Name: -Highway Engineering Expert

Reports to: -Principal Secretary Road Construction Department

Essential

Bachelors degree or higher (full time) in Civil Engineering
Minimum 10 years of post-qualification experience in construction / infrastructure sector

OR

Retired personnel from Government / Defence Services / Paramilitary with minimum 10 years of experience in construction / infrastructure sector (last held position should not be lower than Superintendent Engineer or equivalent level)

Preferred

Less than 70 years of age as on 1st January 2019

Experience in design and construction of national highways and / or expressways

Proven track record of working with state / central government organizations / bilateral / multilateral organizations on programs of similar nature and size

Masters degree or higher (full time)in Civil Engineering / Structural Engineering
Certificates / Courses in relevant areas will add weight to the candidature

Honors / Awards / recognized publications in relevant area will be an added advantage

Key Accountabilities

Strategizing and Expert Advisory

Design a strategic plan and roadmap for construction of modern highways and their maintenance in the State of Bihar, in conjunction with relevant stakeholders in the Department (Principal Secretary, Secretaries etc.) and related functionaries

Contribute to Departments work plan related to development of complete road construction or reconstruction plans and specifications, including recommended route locations, minimum design standards, laying grades and computing quantities of materials, through insightful analysis and innovative solutions

Conduct sector research and provide insights and perspective to ensure incorporation of best practices and latest trends & technologies in highway engineering from across different states and facilitate management decision-making

Assist the Department in formulating new policies and reforming existing policies in order to remove procedural delays and expedite the construction of highways and bridges

Provide the required guidance and support to Department in reviewing surveys, field investigations, technical designs, drawings and specifications and recommend any changes needed to provide more cost-effective solutions

Assess how the training facilities for engineers in the Department needs to be strengthened and updated and provide recommendations to senior Department officials (Principal Secretary, Secretaries etc.)

Liaise with relevant officials in the concerned Department to develop ideas and plans to address other priorities related to the Department and undertake strategic and operational planningexercises

Establish and build partnerships with important and relevant national and international level bodies and organizations like Construction Federation of India, World Road Association, Engineering Council of India, IRCON Indian Association of Structural Engineers etc. Research and Training institutes including Central Road Research Institute (CRRI), Engineering Staff College of India etc., and leading private organizations to garner support for building of new infrastructure and upgrading highways and other transport facilities in the State

Experience of policy and process design, operations development and management in the domain of highway design and construction

Excellent knowledge of latest technologies, trends and best practices in road construction

Strong knowledge of highway design software and computer aided design and drafting
